What's the matter got a little leakage? Torque on a steel bolt going into aluminum is minamal. Maybe ten ft. lbs. at the most which is just about hand tight with a screw driver. Perhaps your trouble lies else where. Pressure can build up inside the primary so it's important that it be propperly vented. It won't suck water or anything else in so a one way valve isn't needed but some folks like them anyway. just make sure it breathes the right way.
Check the surface area where the Gasket goes for sratches and be sure it's clean. If you have a sealed primary. that is if the oil doesn't circulate back into any other part of the engine , its ok to use a good gasket sealant RTV silicone for synthetic gaskets or even varnish for natural fiber gasket, They don't use them much any more but they work great where you do find them.
Makeing sure your gasket surfaces are not warped can be easy if you can find a piece of cut glass run it along the edge and check for gaps there. The longer the glass the better.
Last but certainly not least is staggering your tightening patern. and tightening in three steps. On the primary cover for example start on the center top bolt, just get it snug, then go to the bolt just below it and do the same , then the one next to the bottom one then back up top again in a spirrel pattern. Once you have them all just snug go around again in the same pattern and draw them up a bit tighter, Like maybe a quarter turn. Then start again and set them all tight or if you must set them to torque.
Oh and use a new gasket every time. Good luck with it and if that don't help just remember they call them HDs because their like Hound dogs. They like to mark their spots.
